COIDA Registration

New COIDA Requirements for Domestic Employers

COIDA registration is legally required for every South African household that employs a domestic worker. You must register with the Compensation Fund within 7 days of your worker's start date and file an annual Return of Earnings by 30 June each year — failure to comply results in personal liability for all injury and medical costs.

Until recently, domestic workers were excluded from the Compensation Fund. The law changed in April 2023, and as a household employer, you are now fully subject to the same obligations as any business employer.

What Your Worker Is Covered For

The Compensation Fund protects your domestic worker against work-related incidents.

As of April 2023, domestic workers are officially covered under the Compensation for Occupational Injuries and Diseases Act (COIDA). You are required to register your workers within 7 days of employment to avoid personal liability for work-related accidents.

  • Temporary or Permanent Disability — Financial support for workers injured on duty.
  • Medical Expenses — Coverage for necessary costs resulting from work-related illnesses.
  • Commuting Injuries — Protection for employees injured while being transported to or from the workplace.

How We Help You Register

We simplify the registration process by helping you compile all required documents.

Home Workers guides you step by step through the COIDA registration process. We help you gather and organise all the documents required by the Department of Labour so your submission is complete and correct the first time.

  • ID or Passport copies for both Employer and Employee
  • Proof of residential address
  • The Employment Contract (auto-generated by Home Workers)
  • Submission of the Return of Earnings (ROE) report before 31 March each year

Annual Return of Earnings

Every registered employer must submit a Return of Earnings report by 31 March each year.

The Return of Earnings (ROE) is an annual declaration of wages paid to your domestic workers during the previous year. The Compensation Fund uses this to calculate your levy contribution. Failure to submit on time can result in penalties. Home Workers tracks your payment records throughout the year so your ROE is ready when you need it.

  • Deadline: 31 March each year
  • Based on total wages paid during the reporting year
  • Payment records tracked automatically in Home Workers
